Subject: Guidance for Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit (WtWTC) Allotments and Grant Plan Submission

Purpose: To provide guidance to state workforce agencies (SWAs) responsible for management of the WOTC and WtWTC from October 1, 2004, through September 30, 2005, and to provide state allotments for Fiscal Year (FY) 2005.

Workforce Innovations 2005: Conference Registration Now Open

This year's Workforce Innovations 2005 Conference themes are "Integration...Transformation...Innovation." Over 2,500 workforce investment professionals are expected to attend this year's event. They will be attending to network with the nation's key workforce investment leaders, business executives, workforce board members, education policy makers, and other change agents. No other forum offers expert insight into the challenges faced as today's solutions-based revolution in workforce investment advances.

Milspouse Web Site Demonstration

E-Tools staff provided a demonstration March 24 for ETA staff on The Military Spouse Web page (MilSpouse.org), a Web site designed to assist the spouses of U.S. total force military personnel. The MilSpouse.org Web site is a product of the DoD and DoL to the interagency MOU signed by Secretary of Defense Donald Rumsfeld and Secretary of Labor Elaine Chao in 2003. The purpose of the MilSpouse Web site is to provide miliatry spouses with easy access to information, resources, and opportunities related to education, training, and employment within the United States. MilSpouse.org will be extending services to military spouses directly through this site, through partnerships with other organizations, installation family service centers and the U.S. Department of Labor's local One-Stop Career Centers.

America's Service Locator (ASL)

Local military recruitment (5,500) centers were added to the ASL database on March 24. This action was taken under the terms of the DOD-DOL MOU that called for assisting DOD with its recruiting, retention and transition services. The addition of this group increases the number of local service locations in ASL to more than 21,500 nationally, including 1,911 comprehensive One- Stop Career Centers.
