Subject: Common Measures Policy

Purpose: To inform states and grantees of the Employment and Training Administration’s (ETA) policy on common performance measures for Federal job training and employment programs, including guidelines on program participation and exit. The common measures represent one component in ETA’s development of a single comprehensive system to collect, record, and report program performance for workforce programs.

Upcoming ETA Meetings/Events



The Dislocated Worker Forum – Atlanta.

The Office of Adult Services participated in the first Dislocated Worker Forum, held in Atlanta December 8 – 10. The forum, Integrated Service Response for Dislocated Workers, brought together the leadership from ETA’s Trade (TAA), National Emergency Grants (NEGs) and Adult and Dislocated Worker formula programs with the State UI, ES, Trade and WIA leadership from the Atlanta region to share recent policy changes and products developed in the TAA and NEGs programs that will facilitate more prompt and efficient responses to TAA certification requests and NEG applications. An important objective of the forum was to share ideas and opportunities enabling more expansive, on-the-ground integration, particularly with the Adult and DW formula program. A highlight of the event was the Leadership forum, where ETA program leaders conducted an open dialogue and answered dozens of policy and strategy questions from the state leaders. ETA has committed to continuing the dialogue by posting FAQs from each of the forums on the ETA website. The second of six forums will take place in January in Philadelphia. America’s Service Locator

The Office of Workforce Investment/Division of One-Stop Operations – America’s Service Locator (ASL) is partnering and promoting linkages with the National Association of Service and Conservation Corps (NASCC). NASCC is the leader of the national corps community promoting growth, quality, and sustainability of the corps. The corps is state and local programs that engage primarily youth and young adults (ages 16-25) in full time community service, training and educational activities. Some of the planned activities include the following: list NASCC link within the ASL national locators, add NASCC to the searchable local workforce sites we list within ASL, educate NASCC corps about the One-Stop Centers nationally and the CareerOneStop E-Tools and discuss awareness and promotional activities at upcoming events. Data Validation

The fourth data validation webinar was presented on December 11th to state representatives. An information collection package for data validation has been reviewed by the Policy and Planning Board (PPB). The package implements the reporting requirements consistent with the data validation policy set forth in Training and Employment Guidance Letter No. 3-03. The PPB recommended to the Secretary that the information collection package be approved for submission to the Office of Management and Budget on December 5th.
