Training and Employment Guidance Letter No. 11-03

Subject: Requirement of DUNS Number for Federal Grant Applicants

Purpose: To inform grant applicants of the requirement to include a Dun & Bradstreet (D & B) Data Universal Numbering System (DUNS) number when applying for Federal grants or cooperative agreements on or after October 1, 2003.

Training and Employment Guidance Letter No. 12-03

Subject: Policy Clarification for Processing H-2B Temporary Certifications for Occupations in the Landscaping Industry 2003-2004 season.

Purpose: To provide clarification to State Workforce Agencies (SWA) with regard to the processing of H-2B temporary applications for limited jobs in the landscaping industry which includes only those activities addressed in this guidance for the 2003-2004 season.

National NEG/TAA/WIA Dislocated Worker Program and Policy Forum

ETA will conduct a National NEG/TAA/WIA Dislocated Worker Program and Policy Forum in each of the six regions between December 2003 and February 2004. Specific information will be forthcoming from each Regional Administrator regarding the date and location of the forum within their region. Policy and Training Grantee Conference Aimed at Serving People with Disabilities

The Office of National Program’s Division of Disability and Workforce Programs (DDWP) spearheaded the first policy and training grantee conference jointly-sponsored with the Department’s Office of Disability Employment Policy (ODEP). Over 300 representatives of DDWP and ODEP grants aimed at serving people with disabilities in the workforce attended this successful three-day conference in Washington, D.C. Plenary speakers included Roy Grizzard, Assistant Secretary for ODEP, and ETA Deputy Assistant Secretary Tom Dowd. The conference featured five key tracks – Employer Demand, One-Stop Access, Beyond Core Services, Youth Transition, and Customized Employment – with over 15 breakout sessions, as well as networking opportunities across grantees and comprehensive grant management training. Attendee feedback for this joint conference has been very positive and provides a foundation for planning for next year’s joint conference. Work Opportunity Tax Credit (WOTC)/Welfare To Work (WTW) Tax Credits

On October 28 – 30, OWI/USES staff hosted a WOTC and WtWTC program work group in Washington, D.C. to develop standards and recommendations for a state system for backend processing of electronically filed IRS Form 8850. There were 26 representatives from federal and state levels that joined the DOL and IRS staff in this program improvement event. Contact: Carmen Ortiz (202-693-2786; ortiz.carmen@dol.gov)

O*NET OnLine

The O*NET grantee will released a new version of O*NET OnLine. This version of O*NET 5.1 database will contain and display new data for 54 occupations collected from the data collection survey of current incumbent workers. In addition, a new graphic display of the importance and level ratings on the O*NET variables for every occupation that has been incorporated into the O*NET Online Detail and Custom reports will be included. Limit English Proficiency (LEP)

The Limited English Proficiency workgroup met October 28th and finalized the outline for the investment strategy and is currently working on the first draft. The Division of Policy, Legislation, and Dissemination is developing two workshops to be presented at the Workplace Learning Conference in Chicago December 7-10. The two workshop topics are on the Limited English Proficiency guidance and ETA’s Hispanic Initiative Strategy.
