Purpose: To provide States with their allocation for TAA funds under the continuing resolution for FY 2004.

Purpose: To provide states with the underlying formula for the TAA funds disbursement process and FY 2004 planning estimates and to describe the process for requesting additional TAA funds for training and administration.

Trust Fund Loans
States Borrowing from the Federal Unemployment Account. Minnesota, New York, Missouri, and Illinois have authorizations to borrow from the Federal Unemployment Account. Outstanding loans, as of October 3, are:
Loan Activity by Texas and North Carolina. Texas paid its entire loan balance on September 23, and North Carolina paid its loan balance on September 30.
Loan Activity by Missouri. Missouri has requested authorization to borrow $50 million in October, $50 million in November, and $70 million in December from the Federal Unemployment Account.

General Accounting Office (GAO)
At the request of the Senate Committee on Health, Education, Labor, and Pensions, chaired
by Sen. Judd Gregg (R-NH), GAO is initiating a study of programmatic access at WIA One-Stop
Career Centers for persons with disabilities (Job Code 130307). Specifically, GAO will assess
the availability and challenges to providing services and equipment for the disabled,
coordination with other programs for the disabled, and employment outcomes for persons with
disabilities from WIA One-Stop Career Centers. ETA will lead the study for the Agency.

Workforce System Results as of June 30, 2003
The quarterly report has been distributed to all ETA administrators and Regional Administrators and DOL officials. Upon approval by the Office of Congressional and Intergovernmental Affairs, the review will be distributed to OMB staff, members of Congress and their staff, One-Stop Federal partners, Governors, workforce board chairs, and other stakeholders. Business Employment Dynamics Data
Business Employment Dynamics data are quarterly series of gross job gains and gross job losses
statistics for the entire economy. These data track changes in employment at the establishment
level, and thus provide a picture of the dynamics underlying aggregate net employment growth
Revision of the Collection of Information on the Registered Apprenticeship Program
The Employment and Training Administration (ETA) is soliciting comments concerning the proposed
revision of the collection of information on the registered apprenticeship program under Title 29
CFR part 29 (Labor Standards for the Registration of Apprenticeship Programs) and the proposed
extension of the collection of information regarding Title 29 CFR part 30 (Equal Employment
Opportunity in Apprenticeship and Training.
