TEGL 18-01: Reed Act Distribution
The Employment and Training Administration (ETA) issued Training and Employment Guidance Letter 18-01 on April 22, 2002. The purpose of this TEGL is to advise the states of the federal law requirements applicable to the $8 billion Reed Act distribution made on March 13, 2002.

TEGL 17-01: Incorporating and Utilizing Grassroots, Community-Based Organizations, Including Faith-Based Organizations, in Workforce Activities and Programs
The Employment and Training Administration (ETA) issued Training and Employment Guidance Letter 17-01 on April 17, 2002. The purpose of this TEGL is to inform the workforce investment system about the Department of Labor's Center for Faith-Based and Community Initiatives (CFBCI); and to request that states take actions to broaden the number of grassroots community-based organizations, including faith-based organizations, which partner with Local Workforce Investment Boards and One-Stop Career Centers. ETA also published three grant competition announcements in the FEDERAL REGISTER for States, intermediaries, and small grass-roots organizations. Department Announces Over $5 Million in Grant Awards to National Partner Community-Based Organizations

Five national community-based organizations will be awarded grants totaling more than $5,500,000. These grants will help to support the participation and involvement of minority communities in workforce investment activities within the One-Stop Center system. Organizations receiving grants include The National Council of La Raza, National Puerto Rican Forum, National Urban League, Opportunities Industrialization Centers for America and SER-Jobs for Progress. Each organization will receive a grant to provide training and technical assistance to their affiliates and constituents on workforce matters through meetings, conferences, publications and joint activities.

Service to Veterans: Final Performance Measures for State Employment Security Agencies

The Assistant Secretary for Veterans' Employment and Training (ASVET) is required to establish performance standards for the provision of services to veterans by State Employment Security Agencies (SESA's). The ASVET, in turn, is required to report on these results in the Veterans' Employment and Training Service's (VETS) Annual Report to Congress. The April 23 FEDERAL REGISTER communicates the establishment of final performance measures for the provision of services to veterans by the public labor exchange, including those services provided by Local Veterans' Employment Representative (LVER) and Disabled Veterans' Outreach Program (DVOP) staff. VETS' performance measurement system for the public labor exchange consists of three measures: (1) Veteran Job Seeker Entered Employment Rate, (2) Veteran Job Seeker Employment Retention Rate at Six Months, and (3) Veteran Job Seeker Entered Employment Rate Following Receipt of Staff-Assisted Services. These measures are to be calculated for two categories of veterans: (1) Veterans and Eligible Persons and (2) Disabled Veterans. VETS establishes these measures in light of comments received in response to proposed performance measures for services to veterans by the public labor exchange, as published in the FEDERAL REGISTER on May 31, 2001. These performance measures for the public labor exchange service to veterans will become effective July 1, 2002.
