Policy Planning Board

A new Policy Planning Board (PPB) has been established within the Department for internal review of policy initiatives, legislative proposals, and contemplated regulatory actions. OPR is coordinating the PPB activity for ETA. Contact: Terry Finegan (202-693-3656;

OMB Workgroups

OWS and OFAM staff have been participating in two interagency workgroups being convened by OMB. These workgroups were formed in June as the result of a Federal Partners meeting, and consist of ETA, Education, HHS, HUD, and OMB staff. One group is working to establish principles and processes related to the awarding of incentive grants to States under title V of WIA. The other group is working to develop common definitions of performance across Federal job training programs. This effort is a result of the OMB Director's interest in establishing a means to evaluate and "rank" the effectiveness of the programs. Technical Assistance and Training

One-Stop Financial Management Training Sessions

ETA will be conducting a series of nationwide training sessions focusing on One-Stop financial management as well as financial and administrative principles for all of the ETA-funded programs that are required One-Stop partners. These sessions will provide workforce professionals with guidance on the financial implications of resource sharing in a One-Stop system including defining shared costs; determining proportionate share, and reviewing cost allocation requirement; shared costs payment methodologies; and MOU development. Financial staff from One-Stop Operators, One-Stop Partners, Workforce Investment Board staff, and State Financial staff should attend. See schedule below under Upcoming ETA Meetings. NET Board Meets

The National Electronic Tools (NET) Board met August 9-10 in Alexandria, Virginia. The primary discussions included the strategic plan for the electronic tools (America's Job Bank, America's Learning Exchange, America's Career InfoNet and America's Service Locator), advising the ETA Assistant Secretary's office on budget priories for the tools in the coming year, and developing a strategy for creating a portal that will include a more integrated version of the individual tools.
