Suggested Prototype Position Description for a Quality Control (QC) Systems Support Specialist

 

  1. Purpose. To provide State Employment Security Agencies (SESAs) with a prototype position description that is suggested for use in the selection of,a QC Systems Support Specialist.

  2. Background. In response to State needs, Regional concerns, and planned QC ADP system uprade,a new QC Systems Support Specialist position is being funded for 21 States effective July, 1987. The FY 1988 budget planning levels provide for similar positions for all SESAs.

    As a result of the data analysis concerns identified in the Consensus Agreement of October 11, 1985, larger, more sophisticated computers are in the process of being scheduled for shipment to some States. Criteria used to select states for these new computers will be based on projected sample size, participation in UI QC pilot projects, and special circumstances. With the introduction of these new computers and the new operating system, the ADP activity will require more staff attention and a level of technical skills which extend beyond QC staff capabilities.

    Establishment of a Systems Support Specialist for QC ADP activities will allow SESAs to maximize the use of the computers and assure needed ADP support for analyzing the data. This should greatly enhance a SESA's ability to more fully use the data that is currently being generated.

    The attached position description has been developed to assist SESA personnel in establishing such a position. This can be used in selecting an appropriately qualified individual for this position who will be able to successfully perform the duties assigned. When this individual is selected, he or she should be able to assist the QC Supervisor and analyst in developing data and reports for SESA managers with the objective of improving the operation of the unemployment compensation program in all SESAs. This position will provide a great deal of flexibility not previously available.

    Revised FY 1987 allocations for these QC Systems Support Specialist positions in the States of Connecticut, New Jersey, New York, Maryland, Pennsylvania, Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, Indiana, Minnesota, Ohio, Wisconsin, Louisiana, Texas, Iowa, Missouri, California, and Washington will be issued shortly.

  3. Action Required. SESA Administrators are encouraged to use the attached position description or a similar one to establish a QC Systems Support Specialist position and develop selection criteria to obtain a qualified individual for the position.
