Proposed Handbook for Unemployment Insurance Quality Control (UIQC) System

 

  1. Purpose. To transmit proposed Benefits Quality Control State Operations Handbook to State Employment Security Agencies for review and comment.

  2. Reference. UIPL 21-85, UIPL 4-86

  3. Background. On May 14, 1985 the National Office transmitted the, 4/l/85 draft version of the Benefits Quality Control State Operations Handbook to all SESAs in anticipation of a July 1985 implementation of the UI Quality Control program. In June of 1985 the Secretary of Labor decided to delay implementation of the program in order to conduct an extensive review of the proposed system. The review consisted of a formal notice in the Federal Register asking for written comments, a special request for comments from Governors and groups interested in Unemployment Insurance, and a public meeting.

    This version of the Handbook has been revised in light of the Secretary's review, comments received in response to the May 14 Handbook sent with UIPL 21-85 and comments received during QC training held in Leesburg, Virginia from April to June of 1985. In an effort to ensure that the QC requirements are consistent with the policy changes arising from the Secretary's review, we are seeking further advice. A Roundtable of policymakers from States, business, and labor will be reviewing consensus recommendations and suggesting directions that the Department needs to pursue. Thes suggestions will be addressed by a technical workgroup of SESA and UI staff. Comments received from SESA review of the handbook requested herein will also be provided to the technical workgroup for consideration.

    In order to aid SESAs in reviewing the current version of the Handbook, all changes from the 4/1/85 draft version have bold underlining.

  4. Action Required. SESAs are invited to review the proposed Handbook and submit comments to the National Office (Attn: TEUQ) by January 31, 1986.

  5. OMB Approval. This Handbook will be modified, as necessary, based on comments received and will be forwarded to OMB for approval.

  6. Inquiries. Direct questions to your appropriate Regional Office.
