SUBJECT : Resource Justification Model (RJM)

  1. Purpose. To announce Office of Management and Budget (OMB) approval of the extension for the RJM data collection.

  2. References. Federal Register notice: 69 FR 31432, dated June 3, 2004.

  3. Background. State agencies use the RJM to submit detailed data by major cost categories in a structured format. The RJM provides states with a means to justify their funding needs and provides the Office of Workforce Security with current cost information to justify UI program budget requests and allocate administrative funds equitably among states.

  4. OMB Approval. OMB has approved the extension of RJM reporting according to the Paperwork Reduction Act of 1995 under OMB approval No. 1205-0430 to expire 11/30/2007.

  5. Burden Disclosure. Persons are not required to respond to this data collection unless it displays an OMB approval number. Public reporting burden for this collection of information is estimated to average 135 hours per response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. Send comments regarding this burden estimate or any other aspect of this collection of information, including suggestions for reducing this burden to the U.S. Department of Labor, Office of Workforce Security, Room S4231, Washington, D.C. 20210 (Paperwork Reduction Project 1205-0430).

  6. Action Required. State Administrators are requested to provide the above information to the appropriate staff.
