|SUBJECT||:||Distribution of Multimedia TAA and NAFTA-TAA Program Training Module on CD-ROM|
Purpose. To announce the production and distribution of the TAA and NAFTA-TAA Program Training Module in multimedia, compact disc (CD-ROM) format designed for use by employment and training practitioners, especially front-line staff, at their work stations.

Background. The CD-ROM version of the TAA and NAFTA-TAA Program is a training module designed to enhance knowledge of the TAA and NAFTA-TAA Programs under the 1994 and 1997 legislation, respectively. The training module will assist practitioners improve the effectiveness of these programs.
The Employment and Training Administration's Office of Trade Adjustment Assistance (OTAA) launched a capacity-building strategy aimed at increasing the effectiveness of staff in local and State agencies that administer TAA and NAFTA-TAA benefits and training services across the country. OTAA continues to support this effort through a variety of projects and activities which are responsive to, and in support of, the States' TAA and NAFTA-TAA service delivery systems. Thus far, OTAA has developed, with the Utah Department of Employment Security, a NAFTA-TAA video and poster available in both English and Spanish. The intent of these outreach materials is to increase dislocated workers' awareness of the benefits that may be available to them under the NAFTA-TAA Program.
OTAA is continuing its capacity-building effort by developing the multimedia training module on CD-ROM through a cooperative agreement with the State of Missouri and the Missouri Training Institute (MTI), along with various staff experts from the Federal, State, and local levels. The multimedia modules will allow training to be standardized and available at individual work stations at every level of the employment and training system. Earlier this year, the CD-ROM was demonstrated and well received by employment and training staff in the system.
Training Module Format. The training module has been developed as a:
Multimedia, interactive CD-ROM: Working from a CD-ROM drive, the user will have the capability to interact with the training package from beginning to end. The CD is equipped with audio sounds and videos that are directly related to the contents of the TAA and NAFTA-TAA programs. Using the mouse or the keyboard, users will be able to advance through the training module and receive immediate feedback from built-in exercises (learning objectives) at their own pace. It is estimated that the CD-ROM version can be completed in 2.5 - 3.0 uninterrupted hours. Should such a block of time be unavailable, its design is such that a user can learn in shorter segments.
System Requirements. Certain minimum requirements are needed to properly run the interactive computer-based training module in compact disc format. Below are specifications for minimum and optimum requirements to install and run the computer-based training module.
Hardware: Configuration is an IBM or compatible 386 processor, 16 megabytes of memory, SoundBlaster compatible sound card, a high resolution color monitor (XVGA or SVGA) capable of displaying thousands of colors, and a double speed CD-ROM drive.

* Necessary fonts
* Microsoft Windows 3.1
* SoundBlaster compatible sound card driver.
Hardware: IBM PS/2 or compatible Intel-based microcomputer capable of running Microsoft Windows 3.1.
Preferable configuration is a 486-DX (at least 66MHz) or Pentium processor, 16 megabytes of memory, SoundBlaster compatible sound card, a high resolution color monitor (XVGA or SVGA) capable or displaying thousands of colors and a quadruple speed CD-ROM drive.
Software: Same as the minimum requirements.
Distribution. Copies of the CD-ROM version of the TAA and NAFTA-TAA program training module are being provided under separate cover to all State JTPA Liaisons, TAA, and NAFTA-TAA Coordinators to use the program and share it with staff to secure more knowledge regarding the rules and regulations which govern worker eligibility for trade/NAFTA benefits and services.
Copies will also be sent to ETA Regional Offices, Public Interest Groups and Community-Based Organizations. The hard copy version of the training module will be completed in the near future, and a TEIN will facilitate system-wide distribution.
Technical Assistance. for installing and running the TAA and NAFTA-TAA program training module are included in each CD-ROM mailer. However, with new technology there are often associated problems. Requests for technical assistance and additional CDs should be referred to the Missouri Training Institute at (573) 882-2860.
