SUBJECT : New DOL Report -- Labor Shortage Case Studies

  1. Purpose. To notify the States of the availability of a new publication -- Labor Shortage Case Studies. The report details results of an evaluation study conducted for the Employment and Training Administration (ETA) by James Bell Associates, Inc., of Arlington, Virginia.

  2. Background. Labor Shortage Case Studies assesses labor shortages in the U.S., based on case studies of four occupations that currently or previously experienced labor shortages: special education teachers, para-professional home care workers, electrical and electronic engineers, and tool and die makers.

This evaluation report presents the findings of a study undertaken to enhance understanding of the factors that contribute to occupational-specific labor shortages. It also identifies steps that employers and government can take to reduce the probability of such shortages occurring, and if they do occur, to alleviate their effects.

  3. Action Required. Please distribute the reports to appropriate officials within the State.

  4. Inquiries. Direct inquiries to Mary Vines (202) 219-7664 or to the appropriate ETA Regional Administrator.

  5. Separate Cover. Bulk supplies of the report.
