SUBJECT : Draft Employment and Training (ET) Handbook No. 406 (ETA 9002 Data Preparation Handbook) and Veterans' Employment and Training Service (VETS) 200 Report and Specifications

 

  1. Purpose. To notify States of the publication in the Federal Register of the Draft ET Handbook No. 406 (ETA 9002 Data Preparation Handbook) and VETS 200 Report and Specifications. These documents are being published in the Federal Register for a 60-day comment period.

  2. References. Labor Exchange Performance Measures, 66 FR 29848-53, May 31, 2001, Federal Register, Vol. 66, No. 109, June 6, 2001, Draft ET Handbook No. 406 (ETA 9002 Data Preparation Handbook) and VETS 200 Report and Specifications.

  3. Background. The Employment and Training Administration (ETA) has developed labor exchange performance measures to indicate the outcomes of the public labor exchange administered by the States as part of their One-Stop delivery systems. ETA and VETS are now proposing revisions to the ET Handbook No. 406 (ETA 9002 Data Preparation Handbook) and the VETS 200 Report and Specifications.

    The proposed revised ETA 9002 reports contain information on labor exchange services received and employment outcomes of job seekers using the labor exchange, with breakouts according to various demographic characteristics. The information proposed to be reported on services is streamlined and revised to reflect the labor exchange services being provided through the One-Stop delivery system. The demographic breakouts being proposed reflect recent changes in Federal requirements for the reporting of aggregate data on race and ethnicity and revised categories of reporting for veterans. The revised reports also contain information on job openings listed with the labor exchange according to occupation and industry using the Occupational Information Network/Standard Occupational Code (O*NET/SOC) and North American Industrial Classification System (NAICS).

    The proposed revised VETS 200 reports contain information on the labor exchange services provided by Disabled Veteran Outreach Program specialists (DVOPs) and Local Veterans Employment Representatives (LVERs) and the outcomes of veterans receiving labor exchange services provided by DVOPs and LVERs. Both the proposed revised ETA 9002 Data Preparation Handbook and the VETS 200 Report and Specifications are accessible at www.workforcesecurity.doleta.gov/news/news.asp.

  4. Action Required. State liaisons are requested to make all relevant workforce development partners, including Employment Service directors, aware of the availability of these documents at www.workforcesecurity.doleta.gov/news/news.asp, and to distribute copies of this Training and Employment Information Notice (TEIN) to said partners. States are asked to provide comments on these draft documents in accordance with the Federal Register Notice.
