Transmittal of ET Handbook No. 406: Reporting Instructions for ETA 9002 and VETS 200 Reports

  1. Purpose. To provide state workforce agencies with revised reporting instructions for the ETA 9002 and VETS 200 reports, contained in the ET Handbook No. 406. The Handbook contains the forms and specifications for completion of the quarterly ETA 9002 and VETS 200 reports.

  3. Background. On May 31, 2001, the Department of Labor announced in the Federal Register, Vol. 66, No. 105, the establishment of final performance measures for the public labor exchange administered as part of the One-Stop delivery systems of the states. In the June 6, 2001, Federal Register (Vol. 66, No. 109), the Department published a revised set of reporting instructions for the ETA 9002 and VETS 200 reports that will support the new labor exchange performance measurement system. In accordance with the Paperwork Reduction Act, the Office of Management and Budget has approved the collection of data using the revised reporting instructions. These instructions are contained in the ET Handbook No. 406 (OMB Control No. 1205-0240). The expiration date for these revised reports and specifications is April 30, 2005.

    Beginning July 1, 2002, states will use the ET Handbook No. 406 (ETA 9002 and the VETS 200 instructions and forms) to report quarterly information on services and outcomes to registered job seekers and employers receiving services through the public labor exchange as a part of the One-Stop delivery system of states. Information derived from the ETA 9002 the VETS 200 reports and specifications will enable the Department and states to more effectively assess the value of labor exchange services for our customers.

  4. OMB Approval States are not required to respond to this request unless it displays an OMB approval number. Data collection for both the basic labor exchange and the Veterans' Employment and Training Service (VETS) is necessary to assure state compliance with legal requirements of the Wagner-Peyser Act, the Workforce Investment Act, and 38 U.S.C. 4107 and 4212. The state reporting burden for this collection of information is estimated to average 1 to 3 hours for the 9002 A - D and VETS 200 reports (3 hours for the 9002 C - D; 1 hour each for the 9002 A- B and VETS 200 A - C reports); 45 minutes for the 9002 E report and 8.5 hours per state for the administration and overhead of the customer satisfaction surveys, including the time needed for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. It is expected that the estimated number of customer satisfaction survey hours needed by states will decrease as survey development and set-up activities are accomplished. This process is intended to result in 28,824 completed employer and job seeker customer satisfaction responses annually.
