INTRODUCTION

The UI Research Exchange is being published by the Unemployment Insurance Service to increase the effectiveness of research throughout the UI program. Toward this goal, the Exchange provides a means of communication among researchers and between researchers and policymakers. The Exchange is designed to be an open forum for all UI researchers.

This third issue contains a wide variety of research information. Announcements and reports are included on subjects such as meetings, personnel action, and recent legislation and financial developments. A prominent place is given to or research projects--both in progress and completed--conducted and sponsored by the State agencies and the Unemployment Insurance Service. Research data and information sources, methods and tools are discussed, with a separate section for the Continuous Wage and Benefit History (CWBH) System. There are reviews of books and studies.

We would like to encourage the exchange and dissemination of existing State research knowledge among the State employment security agencies. Toward this end, this issue includes a paper contributed by Joe Sloane and Bob St. Louis, of the Arizona Department of Economic Security, which briefly describes the workload estimating and forcasting procedures used in Arizona. Other contributed papers for future issues will be welcomed.

Thanks to those who contributed to this third issue. We look forward to broad based participation in the future. For a description of the format in which material should be submitted, see the Appendix.
