Resource Justification Model (RJM) Status

 

  1. Background. The Office of Workforce Security (OWS), working with state unemployment insurance (UI) agency representatives in a series of meetings convened by the National Association of State Workforce Agencies (NASWA), has refined the RJM as a replacement for the current budget formulation and allocation methodology for state UI administrative resources. OWS revised the RJM in response to comments and recommendations from the NASWA workgroup, and on June 6, received support from the NASWA Board of Directors for implementation of the RJM.

  2. Status. On June 19, OWS published a notice for comment in the Federal Register of its intention to seek approval from the Office of Management and Budget (OMB) to collect data required by the RJM. Comments may be submitted through August 20. Concurrently, a NASWA work group is developing a manual and training materials for state agency and ETA Regional Office staff. OWS and NASWA are currently planning for five or six training sessions in three cities during October and early November. There will be a separate announcement of training locations and dates.

  3. Next Steps. After the sixty-day comment period for the Federal Register notice, OWS will make any changes needed in response to comments and submit a request to OMB for authority to collect data required by the RJM. It is anticipated that OMB will act on the request no later than mid-November. At about this time, OWS will issue guidance for the state agencies' RJM submissions. OWS will use the first submission for the FY 2003 allocation process and the FY 2004 budget formulation process.
