The Annual List of Labor Surplus Areas (LSA) for Fiscal Year (FY) 2001

  1. PURPOSE. This bulletin is being issued to distribute the labor surplus area list for FY 2001.

  2. SUMMARY. The U.S. Department of Labor has classified 1,177 areas in 49 States, the District of Columbia and Puerto Rico as labor surplus for FY 2001. For FY 2001, the LSA qualifying unemployment rate is 6.0 percent, the floor unemployment rate that goes into effect on the labor surplus program whenever the 2-year average unemployment rate for all States, including the District of Columbia and Puerto Rico, is 5.0 percent or less. The 2-year reference period for the FY 2001 classifications was January 1, 1998 through December 31, 1999. The FY 2001 ist, which is in effect from October 1, 2000 through September 30, 2001, is attached.

    The U.S. Department of Labor has temporarily extended the FY 2001 LSA classifications for the State of Michigan, pending the receipt of revised data from Michigan and the Bureau of Labor Statistics. FY 2001 classifications will be announced for Michigan as soon as they are available.

    The FY 2000 LSA list will be published in a U.S. Department of Labor Press Release, the Federal Register, and in the October issue of Area Trends in Employment and Unemployment.
