Revisions to Benefits Quality Control State Operations Handbook for the Unemployment Insurance Quality Control (UI/QC) Program

  1. Content. This handbook contains the required methodology for conducting the UI/QC program. Revisions have been made based upon comments received from State Employment Security Agencies (SESAs) and Regional Offices.

  2. Changes. Significant changes include:

    1. Chapter II:  The Staffing and Resources section has been dropped.

    2. Chapter III:  The instructions for data processing have been updated. The Table of Random Numbers has been removed from the Handbook and will be issued by UIPL beginning with 1900.

    3. Chapter IV:  The definitions of the data elements (DCI) have been clarified.

    4. Chapter VI:  The Investigative Procedures have been rewritten. Included is a new section which consolidates the instructions for forms; specific instructions for UCFE, UCX, and CWC; and revisions for the requirements for case completion timeliness. (The case completion timeliness requirements are effective beginning with batch 8901.)

    5. Chapter VII:  Reporting instructions have been added for the release oof QC data.

    6. Questionnaire:  Modifications include moving question #14 (re currently attending school/training) to the section on Key Week questions, and dropping the line from question #46b that pertains to IRA and other personal retirement plans because of privacy concerns. (SESAs requiring this information for purposes of determining eligilibility should retain this question.)

  3. OMB Approval The Office of Management and Budget has approved ET Handbook No. 395 for use through August 31, 1995. The approval number is OMB No. 1205-0245.

  4. Burden Hour Estimates. Public reporting burden for this collection of information is estimated to vary from 1665 to 6660 hours per respondent with an average of three hours and twenty minutes per case investigated. The respondents (SESAs) are required to investigate between 400 and 2000 cases per year, depending on the size of their assigned Quality Control sample. This estimate includes time for reviewing instructions, searching exsisting data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information for those elements that would not otherwise be collected of the Quality cControl program were not mandated. Send comments regarding the burden estimate or any other aspect of this collection of information, including suggestions for reducing this burden, to the Office of Information Management, Department of Labor, Room N-1301, 200 Constitution Avenue, NW Washington, DC 20210; and to the Office of Information and Regulatory Affairs, Office of Management and Budget, Washington DC 20503.

  5. Action Required. Copies of the attachment should be distributed to all holders of Handbook No. 395.

  6. Instructions for Handbook Maintenance. 

    1. Remove:  ET Handbook No. 395, Chapters I - VIII and Appendices A, B, and C, dated July 1, 1986 including page revisions issued 12/31/87, 3/3/88, and 11/30/88.

    2. Insert:  2nd Edition of ET Handbook No. 395, Chapters I - VIII and Appendices A, B, C, dated 8/89.
