SUBJECT

:

Migrant and Seasonal Farmworker (MSFW) Report, Form ETA 5148

 

  1. Purpose. To announce the extension of Office of Management and budget (OMB) approval of the Migrant and Seasonal Farmworker (MSFW), Form 5148.

  2. Reference. 20 CFR parts 6553.109.

  3. Background. Federal regulations at 20 CFR Part 653 require all State Employment Security Agencies to provide MSFWs with services that are qualitatively equivalent and quantitatively proportionate to services provided to non MSFWs. In order to evaluate state agency performance of these services, reporting procedures were established and issued June 1980. Reporting Form ETA 5148 is the adopted Federal report that records State Employment Service quarterly provision of services to MSFWs. All state agencies are required to submit these reports.

  4. Reporting Requirements. All state agencies will continue to use the ETA form 5148 to report the required MSFW data. These reports are to be submitted quarterly to the appropriate United States Department of Labor/Employment and Training Administration (ETA) Regional office no later than 30 days after the end of each program quarter, cumulative to the end of the program year.

  5. OMB Approval. The reporting requirements for Form ETA 5148 are approved by OMB according to the Paperwork Reduction Act of 1995 under OMB approval No. 1205-0039 to expire 8/31/99. NOTE: Persons are not required to respond to this collection of information unless it displays a currently valid OMB control number.

  6. Action Required. State Administrators are required to:

    1. Provide above information to appropriate staff;

    2. Obtain, compile,' and report the necessary MSFW data on a quarterly basis using the attached format;

    3. Provide :for timely submission of MSFW reports, ensuring receipt by the appropriate Regional office no later than one month after the end of each program year quarter; and

    4. Assess on a continuing basis the provision of ES services to MSFWs.

  7. Inquiries. Direct all inquiries to the Regional ETA Monitor Advocate.
