Domestic Agricultural In-Season Wage Report Forms ETA 232 and ETA 232A

 

  1. Purpose. To announce the extension of Office of Management and Budget (OMB) approval of information collection for the Domestic Agricultural In-Season Wage Report, Forms ETA 232 and ETA 232A, and the Narrative Plan for conducting the wage survey.

  2. Reference. 20 CFR 653, ET Handbook No. 385 (Pages I-111 through I-143).

  3. Background. Pursuant to the Wagner-Peyser Act, the U.S. Department of Labor (DOL) established regulations at 20 CFR 653.500 covering the processing of agricultural intrastate and interstate job orders. Section 653.501 provides that wages offered by employers must not be less than the prevailing wages or the applicable Federal or State minimum wage, whichever is higher. Each year, involved SESAs provide ETA Regional Offices with Narrative Plans for conducting agricultural prevailing wage surveys. The Narrative Plan identifies the crop or livestock activity and the area to be covered, sampling procedure to be used and any special information required by the Regional Office. Surveys are conducted on an annual basis, depending on such factors as employers' utilization of the intrastate and interstate clearance system, and the number of seasonal farmworkers employed in a specific crop or livestock activity. Survey information provided by an employer is recorded on Form ETA 232A, and the complete summary of obtained information is recorded on Form ETA 232 which is used for determining the prevailing wage rate. Procedures for this process are in ET Handbook No. 385, Pages I-111 through I-143.

  4. OMB Approval. The OMB has approved the information collection for these reports according to the Paperwork Reduction Act of 1995, under OMB Approval No. 1205-0017, expiration date March 31, 2004.

  5. Action Required. SESAs are requested to provide the above information and copies of attached forms to appropriate staff.
